Need a specific tool, any recommendations would be massively appreciated.

Within my workplace we create car seats, Currently we are needing to cut roughly a 18-22mm round hole in the fabric after it has been fitted to the seat. Could anyone give me an indication for a tool that would be suitable to cut these holes out as the current home made version we are using is not very durable. 

 

The tool needs to be a round cutter rather than a wad punch. 

 

As stated above any information would be massively appreciated.

A piece of advice which is kinda late, still.

I used a good quality 1.5" hole saw to drill holes in the fabric while doing alterations for our RV. 
No pulling or tearing of the fabric.
Drilled right in easily. I don't think a fabric/foam cutter is necessary.

Also! If you're working with synthetics mostly, then a hot knife (or hot pipe for a round hole) might make a good cut and instantly cauterized hole.
Can't figure out how to add photos, though I hope this helps.
